Neill Barnette, 64, pastor of the Runyan Memorial Christian Church, Latonia, a former pastor of the Cynthiana Christian Church for 12 years, died of a heart attack Monday while fishing in Kenton County. Kenton County Coroner Edward L. Smith said the minister's body was found floating in a lake where he had gone fishing owned by Dr.
Herbert Bieber near Covington. The body was found after a search was instituted when the minister failed to return home at 4 p.m. to prepare for a wedding. He was a magna cum laude graduate of Transylvania College, Lexington, a graduate of the College of the Bible there secretary of the latter college's executive committee of the board of trustees for several years. Before accepting the Latonia pastorate he been pastor of a Christian Church Plymouth, N.
C. He was a vice president of the Covington Rotary Club and a life member of Rotary International. Survivors include his wife, Mrs. Beulah Ross Barnette; his parents, Mr. and Mrs.

KBA Urges Banks To Hike Interest On State Deposits LOUISVILLE (AP)-The Kentucky Bankers Association approved a resolution Tuesday proposing that its members pay a higher rate of interest on state funds now on deposit with them. The resolution called for a 3 per cent rate on two-thirds of the money compared with one per cent now paid on about onehalf of the funds. Such an increase would give the state about $800,000 more a year. Gov. Edward T.
Breathitt, who addressed the association after its action, said the proposal "appears to me to be sound, fair and in the best interest of all the people of the commonwealth." (Special) Importance of the tobacco research laboratory on the University of Kentucky campus to the leaf industry was stressed by Rep. William H. Natcher, Democrat, of Bowling Green, in an address today at the 45th annual Kentucky Farm Bureau Federation convention here.
Rep. Natcher declared his belief that research is the answer to the present threat to the 10 billion dollar annual industry. "If the research at UK is successful," Natcher said, "it will save an industry that pays 3.3 billion dollars annually in local, state and federal taxes." Natcher paid tribute to the Kentucky Extension Service, Dr. William A. Seay, director, and county and home demonstration agents who he said are dedicated to helping farm famlilies.

Young Car Thieves Are Arrested Here Three Michigan boys en route to Florida were arrested here yesterday by city police after a car they were driving stalled at Fourth Street and Broadway. The youths, all 15, were unable to produce ownership papers for the car, which later was learned to have been stolen Monday at Sardis. Ralph Fontaine, executive vice president of the association, said the resolution was drawn up after a study of interest practices in other states. "We feel this proposal is fair to the state, to the taxpayers and to the banks." Fontaine said the proposed interest rate would be more than many banks in Kentucky now pay their individual depositors.

However, he warned that dry conditions still exist in some areas of Kentucky. The governor closed woods in all 120 counties last week, then lifted the ban in 58 counties Friday. The lifting of the ban will permit the quail and rabbit hunting seasons to open as scheduled Thursday. In his statement today he said there still is danger of fire, and urged extreme caution by the public. Rain and the forecast of cooler temperatures prompted the latest order.
